AIDS: The 1998 Appropriations Bill includes increased funding for most HIV/AIDS programs. The bill also includes a restriction on needle exchange programs and establishes mandatory program guidelines. The Secretary of Health and Human Services has authority to lift the needle exchange restriction after March 31, 1998; however, it is doubtful that the ban will be lifted.
