PIP: The author suggests that most of the population policies in developing countries since World War II are based on unproven scientific argument. Such arguments disguise the inadequacy of current knowledge concerning the relationship between population and development. He notes that the practical implication of such policies has generally been confined to the creation of a family planning program designed to reduce fertility.
