Abstract

PIP: There are limited economic analyses of health services in Turkey. In order to attain more effective health care services, it is necessary to determine their costs, benefits and merits. Progress towards a healthier and more productive society will be expedited by reducing inequalities through such efforts. Economic analysis is an important decision making tool in tackling various health service decisions relating to the level, time, and place of service as well as the benefits and effectiveness of the service. The economic tools used in determining the priorities, effectiveness, cost, and benefits of health care services are program budgeting, cost effectiveness, and cost benefit analyses. Program budgeting provides data on the cost of health service inputs and outputs and is used for setting priorities for and planning health services. Cost effectiveness analysis weighs the total cost of the service against the total benefits. It considers the type, time and place of treatment and focuses on technical efficiency in reaching a specific goal. This method does not establish benefits of the goal. Cost benefit analysis is based on allocable efficiency and weighs the benefits of a treatment against its opportunity cost. It is difficult, however, to quantify both costs and benefits in monetary terms.
