Abstract

This is the second half of a two-part article on Administration science and technology policy during the period 1977 to 1980. The first part discussed the role of the Office of Science and Technology Policy (OSTP) in the context of the overall federal policy-making framework and institutional structure and described specific activities aimed at strengthening U.S. science and technology, fostering industrial innovation, enhancing relationships among government, universities, and industry, and improving the regulatory process. This part focuses on OSTP activities related to national security and foreign policy, space, energy and the environment, health, and agriculture, and discusses OSTP advisory mechanisms and planning efforts.
