AIDS: Several States have instituted compassionate release programs to allow terminally ill inmates to be released early. The programs are politically sensitive, and the California program is highlighted. Early release, called recall of sentence under the State penal code, is a lengthy and cumbersome process that has resulted in early release of nearly 100 prisoners in the past 5 years. Guidelines for community activists who are trying to establish similar programs are provided. The guidelines include contact and discussion with prisoners, outside support through influential organizations, support of State legislators and policy makers, and media involvement in building support for the initiative.
