Uganda shake-up to halt "mismanagement"

Abstract

PIP: Based in the President's office, the Uganda AIDS Commission (UAC) was established to coordinate the AIDS activities of the national ministries, but sources within the organization agree that it has been a failure. Coordinating so many activities has simply proved to be too much for the UAC, especially since many ministries do not welcome what they perceive as outside interference in their affairs. The UAC controls the HIV/AIDS budget, while the Ministry of Health is responsible for implementing programs. The UAC and the ministry have long been at loggerheads over policy and funding. Dr. James Makumbi is both the Minister of Health and Chairman of the UAC. Accusing the commission of mismanaging and wasting its Sh500 million budget, Makumbi has changed senior management and asked President Yoweri Museveni to dissolve the Uganda AIDS Commission and to transfer the AIDS money and activities to the Ministry of Health. Minister Makumbi has not retracted his request despite the ensuing scandal in the local press.
