Tax the integrated pollution exposure

Abstract

The president has proposed a tax based on the amount of sulfur dioxide emitted from smokestacks and power stations. An alternative method of taxation is suggested which would spread the tax burden among polluters in proportion to their impact on public health. This would be based on the product of the concentration of the pollutant and the population at risk.
